Chapter 1 — General Provisions
Article 1 In order to establish and improve the management system for the recommendation of outstanding international undergraduates in their last academic year before graduation to become master's degree students without taking unified postgraduate entrance examination (this process is hereinafter referred to as Tuimian process) and to select international students with academic ability and development potential to further study for a master's degree in Chongqing Medical University (hereinafter abbreviated as CQMU), and to ensure and improve the quality of CQMU students, this set of regulations is formulated based on the actual situation of CQMU.
Article 2 This set of regulations are applicable to international undergraduates in their last academic year before graduating from the College of International Education (hereinafter abbreviated as CIE) or from other academic colleges of CQMU.
Article 3 Tuimian process shall be open, fair and just.
Article 4 Tuimian selection shall adhere to the comprehensive measurement of morality, intelligence and physique, and the selection of the best.
Chapter 2 — Organizational Structure
Article 5 Under the guidance of CQMU leadership team for international students, a leadership team for Tuimian (hereinafter referred to as Tuimian team) shall be established. Tuimian team leader shall be the CQMU leader in charge of international students. Tuimian team members shall include the leaders of CIE, Academic Affairs office, Postgraduate School and other related colleges of CQMU, and representatives of experts and professors. The specific member list of Tuimian team shall be subject to the announcement of that year. The office of Tuimian team shall be in charge of specific affairs of Tuimian and located at CIE.
Chapter 3 — Application Conditions
Article 6 Every applicant for Tuimian must meet the following requirements:
(1) The applicant must be a full-time international undergraduate in her/his last academic year before graduating from CQMU.
(2) The applicant must be physically and mentally healthy. The applicant should respect China's sovereignty, security and social and public interests. The applicant must have no record of violating discipline, regulations or laws. The applicant must abide by rules and regulations of CQMU, and social ethics, customs and public order of China. The applicant must register on time every semester.
(3) The applicant must have a correct learning attitude, study hard, and achieve great results. The applicant must not have record of failed compulsory courses. The applicant must have a GPA of compulsory courses ranking top 25% in her/his major.
(4) Every applicant must have passed HSK-4 or above; any applicant who applies for a Master degree program taught in Chinese must have passed HSK-5 or above; any applicant who applies for a Professional Master degree program must have passed HSK-6 or above.
(5) The applicants must hold two recommendation letters from teachers qualified to be supervisors of international postgraduates. One recommendation letter must come from a supervisor of the major that the applicant proposes to study; another recommendation letter must come from a supervisor of the major that the applicant propose to study or any similar major.
Article 7 An applicant who actively participates in various activities organized by CQMU and has outstanding performance or an applicant who has been appointed a student cadre will be preferred under the same conditions.
Article 8 An applicant who has won a first or second prize of science and technology competitions related to her/his major at or above provincial/ministerial level will be preferred under the same conditions. An applicant who has won the title of advanced individual at or above CQMU level will be preferred under the same conditions.
Article 9 In order to select research talents with innovative spirit, CQMU implements a special program to encourage research talents to become Tuimian postgraduates. Any applicant who meets the following requirements can ignore (3), (4) and (5) under Article 6, but still has to meet other requirements under Article 6.
An applicant who is the first author (or ranks first in the list of co first authors) of an academic work related to her/his major in an SCI journal. In the academic work, both the affiliation of the first author (or the person ranking first in the list of co first authors) and the affiliation of the corresponding author must be CQMU. The academic work must be published (get a DOI) before September 1 in the year of Tuimian.
Chapter 4 — Quota Determination
Article 10 Every year, CIE determines the quota of Tuimian based on number of MBBS students and international undergraduates taught in Chinese in their last academic year before graduation and taking into account the allocation of majors and of scholarships. The specific quota shall be subject to the announcement of that year.
Chapter 5 — Recommendation Procedures
Article 11 The recommendation procedures in Tuimian process shall be conducted as follows:
(1) Announcement and Mobilization. After the Office of Academic Affairs and Postgraduate Administration of CIE releases the notice of Tuimian, each Office of International Student Affairs (hereinafter abbreviated as OISA) shall post the notice and convey the spirit of the notice to students on time.
(2) Application of Students. Any student who meets the application conditions shall submit a written application and fill in “Form for CQMU International Students to Apply for Tuimian”. Each applicant shall state her/his basic information according to Tuimian requirements, and the academic ranking of the applicant shall be subject to CQMU Jiaowu system.
(3) Recommendation from OISA. Each OISA shall first review whether its applicants meet Tuimian requirements and conduct a preliminary evaluation of its applicants, and submit an OISA-recommended list and related remarks of its applicants to CQMU Tuimian team.
(4) Tuimian Score Evaluation. Office of Academic Affairs and Postgraduate Administration of CIE organizes Comprehensive Evaluation procedure of Tuimian, formulates specific evaluation methods, and organizes interviews. The total score of Tuimian includes interview score and Comprehensive Evaluation score, both of which are scored according to the hundred point system. The interview is mainly about the applicant's language level, academic level in her/his major, understanding of China and comprehensive quality, accounting for 40% of the total score. Each OISA calculates an average Comprehensive Evaluation score for each of its recommended applicants according to the basic quality and development quality of the student in school, accounting for 60% of the total score.
(4) Publicization of Tuimian candidates. CQMU Tuimian team determines the list of Tuimian candidates according to the Tuimian quota that year and to the principle of total score from high to low. The list of Tuimian candidates shall be publicized for 5 working days. During the publicization period, students who have objections to the list can report to CIE.
Chapter 6 — Admission Procedures
Article 12 Information Filling. Tuimian candidates must log in to the “CQMU system of international students” to fill in personal information, so they can enter the admission procedures of Tuimian.
Article 13 Supervisor Interview. CIE shall send the relevant materials of each Tuimian candidate to the college of supervisor whom the candidate applied for. The leadership team for postgraduate admission in the college of the supervisor shall organize Supervisor Interview, and the specific way of organization shall be like the way in 《重庆医科大学来华留学研究生复试工作规范(试行)》 CQMU Work Specification for 2nd Stage Entrance Examination of International Postgraduates (Trial) ). After candidates pass the Supervisor Interview, the proposed admission lists and related materials shall be submitted to CQMU Tuimian team. CQMU Tuimian team will discuss and decide a final list of admitted Tuimian students. The final list of admitted Tuimian students shall be publicized.
Chapter 7 — Supplementary Provisions
Article 14 The annual Tuimian process ends before the end of November.
Article 15 The applications from students who cheat in the Tuimian process shall be immediately canceled once they are found. Students who have cheated and have already been admitted will be disqualified from enrollment or postgraduate status once they are found, and will be dealt with according to the student management regulations of CQMU. Undergraduates who fail to graduate, fail to get a Bachelor’s degree or receive a punishment will be disqualified from enrollment.
Article 16 Each admitted Tuimian student will be given a full scholarship. The specific category of scholarship is determined by the Tuimian total score and the categories and quota of scholarships announced that year.
Article 17 The postgraduate university of CQMU Tuimian students can only be CQMU. The enrollment process must comply with the relevant CQMU regulations of international postgraduate enrollment.
Article 18 This set of regulations shall go into effect on its issue date.
Article 19 CIE has the power and duty of interpretation for this set of regulations.
